At the<a href=\"https:\/\/www.youtube.com\/watch?v=Sdz-qafmOmQ\" target=\"_blank\" rel=\"noreferrer noopener\"> commissioning ceremony<\/a>, the president thanked relevant stakeholders\u00a0 and reminded the people of the actions he took to ensure that the place was illuminated.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAhead of other parts of the country, Kenema has an energy supply that will go on for 24 hours. If you have phones, check if this power has reached other places with the connection. No, none of these places have been lighted up yet, only Sierra Leone has been lighted-up,\u201d he said in Creole.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh3.googleusercontent.com\/orR5iMXl6-IBEhEQ4EYjOQTjkOKIyZkkIddU94VejHLxj5wEJS7PVl93xZdeK6YfcUuPS7WRliBzmTknHTHLsPP0ed7g0ogPq-GWcmxxRcu_doAcyUvGFPqJkv5Mu4OIb1aXkXZQ\" alt=\"\" title=\"\"><figcaption><strong><em>Photo credit: Transco website<\/em><\/strong><\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">At an event in Port Loko a few days later,\u00a0 former President Ernest Bai Koroma waded\u00a0 <a href=\"https:\/\/fb.watch\/aYXRHMve0U\/\" target=\"_blank\" rel=\"noreferrer noopener\">into the discussion on WAPP<\/a> while commenting on some national issues.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI was pleased when the president launched the West African Power Pool. It shows that government is a continuity, we have to be humble to accept that and be proud to know that. We are happy for people that have benefitted from the project that we started and this government has commissioned\u2026that thankfully all of us that started it as Head of States are still around\u2026and how I wish we were to give our blessings,\u2019\u2019 he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These <a href=\"https:\/\/www.facebook.com\/100126489123183\/posts\/134293975706434\/\" target=\"_blank\" rel=\"noreferrer noopener\">remarks<\/a> by the former president Koroma have triggered a huge controversy between ruling and opposition party supporters with each side claiming ownership or credit for the project.\u00a0 Interestingly, it was the outspoken politician and former Minister of Gender and Children\u2019s Affairs in the Ernest Bai Koroma led administration, Dr. Sylvia O. Blyden, who started the onslaught against her former boss. She posted a document on her <a href=\"https:\/\/twitter.com\/SylOlaBlyden\/status\/1475451839864885256?s=20&amp;t=yomScB6J_2dpOgAxEYTOZg\" target=\"_blank\" rel=\"noopener\">Twitter<\/a><a href=\"https:\/\/twitter.com\/SylOlaBlyden\/status\/1475451839864885256?s=20&amp;t=yomScB6J_2dpOgAxEYTOZg\" target=\"_blank\" rel=\"noreferrer noopener\"> <\/a><a href=\"https:\/\/twitter.com\/SylOlaBlyden\/status\/1475451839864885256?s=20&amp;t=yomScB6J_2dpOgAxEYTOZg\" target=\"_blank\" rel=\"noopener\">handle<\/a> chronicling the history and\u00a0 foundation of the WAPP by ECOWAS during the 22<sup>nd<\/sup> Summit in 1999. She went on to post a <a href=\"https:\/\/fb.watch\/aYWUzwVijK\/\" target=\"_blank\" rel=\"noreferrer noopener\">video<\/a> explaining that former President Ernest Bai Koroma was nowhere near the presidency when the WAPP project\u00a0 was launched by the heads of states in 1999.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reactions to the claims and counterclaims by the two leaders have come in thick and fast, including this <a href=\"https:\/\/www.facebook.com\/groups\/1830390163936384\/posts\/2392876311021097\" target=\"_blank\" rel=\"noopener\">piece<\/a> on Facebook. There is also another <a href=\"https:\/\/www.facebook.com\/100014105827271\/videos\/720169238946028\/\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a> to a video on the same matter shared by a Facebook user\u00a0 which \u201curged the SLPP to stop the lies on WAPP.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About the West African Power Pool (WAPP)<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The West African Power Pool Project is a specialised\u00a0 initiative of the Economic Community of West African States (ECOWAS) covering 14 out of 15 regional countries in the West African zone. It was formed during the 22<sup>nd<\/sup> Summit of ECOWAS Heads of States as was stated by <a href=\"https:\/\/twitter.com\/SylOlaBlyden?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">Dr. Sylvia Blyden<\/a>. It was <a href=\"https:\/\/www.ecowapp.org\/en\/content\/creation-wapp\" target=\"_blank\" rel=\"noreferrer noopener\">created<\/a> on 5<sup>th<\/sup> December 1999 following an agreement to have in place a regional energy policy. However, the WAPP master plan that was later prepared identified priority projects which are currently being implemented. One of such priority projects is the Cote d&#8217;Ivoire, Liberia, Sierra Leone and Guinea (CLSG) interconnector project.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Like the Electricity Distribution Supply Authority (EDSA), each of these countries has a power generation and distribution company that helps facilitate the CLSG process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img fetchpriority=\"high\" decoding=\"async\" width=\"492\" height=\"372\" src=\"https:\/\/lh5.googleusercontent.com\/BxwXa238eG_aD0LRC9sfFreCsDDthPHAwZgGelY6xZNKzGkzMXZ7Py_vv0_AfEDT0cJx1FBnoCmzPUfFahQztMhJsZzgwfa6NezOSFEm4s6DhnotfgPAHY9X6UUlDIlsEk3i3O0C\" alt=\"\" title=\"\"><\/p>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><em>Photo credit: WAPP website<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Clearing misconceptions; addressing claims<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Whilst the WAPP project itself was brought to the fore in 1999 as an <a href=\"https:\/\/www.ecowas.int\/member-states\/\" target=\"_blank\" rel=\"noreferrer noopener\">ECOWAS<\/a> initiative, it is important to note that the CLSG covers the four countries and had its operational foundation in 2009. The formation of the priority project of CLSG gave birth to the <a href=\"https:\/\/www.transcoclsg.org\/overview\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u00a0Transmission Company<\/a> otherwise known as TRANSCO. The Heads of States of the CLSG countries agreed to establish a special purpose company called TRANSCO CLSG which means Transmission company Cote d\u2019Ivoire, Liberia, Sierra Leone, and Guinea. This transnational company was tasked with overseeing the implementation of the project with emphasis on financing, constructing, maintaining and developing the inter-connection line among member states as established on the company\u2019s <a href=\"https:\/\/www.transcoclsg.org\/overview\/\" target=\"_blank\" rel=\"noreferrer noopener\">website<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A governance structure was set up for TRANSCO with ministers of respective countries forming part of the steering committee.
