He also claimed that Nigeria was Africa&#8217;s highest recipient of FDI <strong>in 2013<\/strong>. <\/p>\n\n\n\n<p class=\"has-background has-very-light-gray-background-color wp-block-paragraph\"><strong>Evidence:<\/strong> The World Bank Report on Nigeria\u2019s FDI from 1999 to 2001, the United Nations Conference on Trade and Development (UNCTAD) World Investment Report for 2002-2017, and the Investment Trends Monitor Report of 2018 all show that the PDP administration holds the record of securing the highest FDI earnings (in 2011). However, while it is true that PDP was in power when Nigeria recorded her highest FDI in 20 years, that did not \u201calways\u201d happen. Also, in 2013, Nigeria was not the number one recipient of FDI in Africa under a PDP administration! <\/p>\n\n\n\n<p class=\"has-background has-pale-pink-background-color wp-block-paragraph\"><strong>Conclusion:<\/strong> The first claim is MISLEADING and the other is TOTALLY FALSE.\n\n<\/p>\n\n\n<p style=\"text-align: justify;\"><b>FULL STORY:<\/b><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Drawing lines of comparison between the past and the current administration has been a key campaign strategy used by the candidates of Nigeria\u2019s top political parties. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Therefore, it was no surprise when the presidential candidate of PDP, Atiku Abubakar, latched on to the news of <\/span><a href=\"https:\/\/www.thecable.ng\/ghana-overtakes-nigeria-as-west-africas-largest-fdi-recipient-in-2018\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Ghana topping Nigeria<\/span><\/a><span style=\"font-weight: 400;\"> on the list of West African countries with the highest Foreign Direct Investment (FDI).<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">In a post on his <\/span><a href=\"https:\/\/www.facebook.com\/Atiku.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">verified Facebook wall,<\/span><\/a><span style=\"font-weight: 400;\"> Mr Atiku bemoaned the fall. He claimed that Nigeria set the pace for Africa in terms of Foreign Direct Investment when the PDP was in power.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">\u201c<\/span><i><span style=\"font-weight: 400;\">For all the years that the People\u2019s Democratic Party governed Nigeria, including the 8 years of which I was Vice President,\u201d <\/span><\/i><a href=\"https:\/\/www.facebook.com\/Atiku.org\/\" target=\"_blank\" rel=\"noopener\"><i><span style=\"font-weight: 400;\">the post<\/span><\/i><\/a><i><span style=\"font-weight: 400;\"> read, \u201cNigeria always set the pace for Africa in terms of foreign direct investment and became the number one recipient of FDI in Africa in 2013 under a PDP administration. In that year, we also became Africa\u2019s largest economy, thanks to the PDP\u2019s leadership<\/span><\/i><span style=\"font-weight: 400;\">.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">[Mr Atiku was Nigeria&#8217;s Vice President from 1999 to 2007]<\/span><\/p>\n<p style=\"text-align: justify;\">&nbsp;<\/p>\n<p style=\"text-align: justify;\"><b>VERIFYING THE CLAIMS:<\/b><\/p>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/dubawa.org\/dir\/\"><span style=\"font-weight: 400;\">Dubawa<\/span><\/a><span style=\"font-weight: 400;\"> contacted the spokesperson of the Atiku Media Group, Paul Ibe, to confirm the exact standpoint of his principal on the subject. He confirmed that the claim was made by Mr Atiku. He added that all Mr Atiku tried to affirm is that Nigeria performed better under the PDP-administration than it did under the APC-rule in terms of Foreign Direct Investment. \u201c<\/span><i><span style=\"font-weight: 400;\">It\u2019s a no brainer<\/span><\/i><span style=\"font-weight: 400;\">,\u201d he boasted.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Regarding setting the pace for Africa, he said: \u201c<\/span><i><span style=\"font-weight: 400;\">We are part of a regional bloc before we are part of a continental bloc.<\/span><\/i><span style=\"font-weight: 400;\">\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><b>WHAT IS FOREIGN DIRECT INVESTMENT?<\/b><\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.investopedia.com\/terms\/f\/fdi.asp\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Investopedia<\/span><\/a><span style=\"font-weight: 400;\"> explains Foreign Direct Investment (FDI) as an investment made by a firm or individual in one country into the business interests located in another country. In order words, it is the amount of foreign investments a country receives in a given year.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">To be classified as Foreign Direct Investment, the <\/span><a href=\"https:\/\/www.theglobaleconomy.com\/Nigeria\/Foreign_Direct_Investment\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Global Economy<\/span><\/a><span style=\"font-weight: 400;\"> adds: \u201c<\/span><i><span style=\"font-weight: 400;\">the share of the foreign ownership has to be equal to at least 10 percent of the value of the company<\/span><\/i><span style=\"font-weight: 400;\">.\u201d The investment could be in the manufacturing, services, agriculture, or other sectors; or it could be \u201ca<\/span><i><span style=\"font-weight: 400;\"> greenfield investment (building something new), as acquisition (buying an existing company) or joint venture (partnership).<\/span><\/i><span style=\"font-weight: 400;\">\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><b>NOW, HOW HAS NIGERIA FARED ON THIS PATH FROM 1999 TO 2018?<\/b><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/m.theglobaleconomy.com\/Nigeria\/fdi_dollars\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">World Bank<\/span><\/a><span style=\"font-weight: 400;\"> provides the information on Nigeria\u2019s FDI from 1999 to 2001 while the World Investment Report published by the United Nations Conference on Trade and Development (<\/span><a href=\"https:\/\/unctad.org\/en\/pages\/publicationWebflyer.aspx?publicationid=2130\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">UNCTAD<\/span><\/a><span style=\"font-weight: 400;\">) published in 2018 contains details for 2012 to 2017. Also, the <\/span><a href=\"https:\/\/unctad.org\/en\/PublicationsLibrary\/diaeiainf2019d1_en.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Investment Trends Monitor<\/span><\/a><span style=\"font-weight: 400;\"> published in January 2019 by the UNCTAD provides information for 2018. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">In the first six years of Nigeria\u2019s democracy, Nigeria constantly saw an increase in FDI earnings from: $1 billion to $1.14 billion; $1.19 billion; $1.87 billion; $2.01 billion; and $1.87 billion. In the 20 years under review, the nation\u2019s <\/span><a href=\"https:\/\/www.cbn.gov.ng\/Functions\/export.asp?tablename=exchange\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">FDI earnings peaked<\/span><\/a><span style=\"font-weight: 400;\"> in 2011 with N1.385 trillion ($8.84 billion with an exchange rate of N156.7).<\/span><\/p>\n<p style=\"text-align: justify;\"><b>COMPARING THE TWO ADMINISTRATIONS:<\/b><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Nigeria returned to democratic rule in 1999, after 16 years of military rule. The PDP was the ruling party until 2015 when it was defeated by the APC. From 1999 till date, Nigeria earned its highest FDI earnings in 2011, meaning the PDP holds the record of the highest FDI earning. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Compared to other African countries, under the PDP administration, Nigeria ranked both top and second four times; ranked third seven times; ranked fourth once.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">However, under the APC administration, Nigeria had her second highest FDI earning in the last 20 years &#8211; in 2016 with N1.357 trillion (equivalent of $4.45 billion at N305 CBN\u2019s 2016 <\/span><a href=\"https:\/\/www.cbn.gov.ng\/Functions\/export.asp?tablename=exchange\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">exchange rate per dollar<\/span><\/a><span style=\"font-weight: 400;\">). The APC administration recorded its lowest earnings in 2015 and 2018 &#8211; N615.95 billion and N675.4 billion (which are equivalent to $3.14 &nbsp;billion at 2015 N197 exchange rate and $2.2 billion at 2018 <\/span><a href=\"https:\/\/www.cbn.gov.ng\/Functions\/export.asp?tablename=exchange\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">exchange rate of N307<\/span><\/a><span style=\"font-weight: 400;\">).<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Relative to the rest of Africa, in 2015 when the APC became the ruling party, Nigeria placed seventh. In its second and third years, however, Nigeria climbed up to second \u2013 respectively behind Egypt\u2019s $8.107 billion and Ethiopia\u2019s $3.586 billion marks. In 2018, Nigeria <\/span><a href=\"https:\/\/unctad.org\/en\/PublicationsLibrary\/diaeiainf2019d1_en.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">dropped on the pecking order<\/span><\/a><span style=\"font-weight: 400;\"> in Africa (falling behind countries like Egypt, South Africa, Angola, Ethiopia, placing second in West Africa (behind Ghana with $3.3 billion).<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The report suggests that Nigeria could be on its way to a recovery in 2019 because the nation made \u201c<\/span><i><span style=\"font-weight: 400;\">a few significant greenfield project announcements in the oil and gas and chemical sectors<\/span><\/i><span style=\"font-weight: 400;\">\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">With these, it is true that Nigeria set the pace for the rest of Africa in FDI earnings; but it is misleading to say the country \u201calways set the pace\u201d. As it can be seen, there were years when other African countries\u2019 earnings dwarfed Nigeria\u2019s earnings.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Also, putting the record of the two administrations side by side, it is misleading to say an administration fared better than the other. For instance, while it is true that the PDP was in power when Nigeria recorded her highest FDI in 20 years, the APC, in four years, holds the second best record. Also, the latter maintained second position for its first complete two years before slipping in its fourth year.<\/span><\/p>\n<p style=\"text-align: justify;\"><b>WAS NIGERIA THE NUMBER ONE RECIPIENT OF FDI IN 2013?<\/b><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">In 2013, according to the <\/span><a href=\"https:\/\/unctad.org\/en\/PublicationsLibrary\/wir2018_overview_en.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">2018 World Investment Report<\/span><\/a><span style=\"font-weight: 400;\"> published by <\/span><a href=\"https:\/\/unctad.org\/en\/pages\/publicationWebflyer.aspx?publicationid=2130\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">UNCTAD<\/span><\/a><span style=\"font-weight: 400;\">, Nigeria had the third highest FDI in Africa with $5.608 billion \u2013 behind South Africa and Mozambique which respectively raked up $8.3 billion and $ 6.175 billion.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">From 1999 till date, Nigeria\u2019s FDI earning was Africa\u2019s highest only four times: 2002, 2009, 2011 and 2012. In 2002, Nigeria beat all African countries with an FDI of $1.87 billion. By 2009, the figure reached a record high of $8.55 billion. It rose yet again in 2011 to $8.84 billion. Though, by 2012 it dropped to $7.07 billion; no African country fared better that year.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Therefore, in 2013, Nigeria wasn\u2019t \u201cthe number one recipient of FDI in Africa in 2013 under a PDP administration.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><b>CONCLUSION<\/b><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Under the PDP administration, there were years Nigeria outperformed every other African countries and there were years she did not! Therefore, the statement that Nigeria \u201calways sets the pace\u201d is misleading.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Also, that the PDP fared better than the APC is as well misleading because both parties respectively hold the nation\u2019s record of highest and second highest FDI in 20 years \u2014 one in 16 years and the other in four years. To add, under the PDP-led administration, in 16 years, Nigeria&#8217;s FDI led in Africa four times, and placed second four times. On the others hand, under the APC-led administration, in 4 years, Nigeria received the second highest FDI in Africa twice. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">In the same vein, the claim that Nigeria was Africa\u2019s number one recipient of FDI in 2013 is FALSE. Nigeria was third highest in 2013!<\/span><\/p>\n<p style=\"text-align: justify;\">&nbsp;<\/p>\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>PDP administration holds the record of securing the highest FDI earnings (in 2011).
