The Millennium Challenge Corporation, a United States government agency that assesses a country\u2019s commitment to good governance, economic freedom, and investment in its citizens, released<\/a> its FY 2026 scorecard for several nations, including Liberia, on November 12, 2025.<\/p>\n\n\n\n

Following the report’s release, Noah Zarwu Gibson, Deputy Managing Director for Operations at the National Transit Authority, alleged that Liberia had met the rule-of-law pillar of the FY 2026 Millennium Challenge Corporation scorecard.<\/p>\n\n\n\n

Speaking in a live Facebook video on November 13, 2025, Noah said:<\/p>\n\n\n\n

\u201cYesterday, Liberia made a successful pass in the Millennium Challenge Corporation scorecard. The MCC scorecard acknowledges this president’s pass in the rule of law. Yesterday\u2019s publication makes it the second time for Liberia to pass the MCC scorecard in less than two years since President Boakai.\u201d<\/p>\n\n\n\n

The statement was made between 5:20 and 7:40 minutes of the Facebook livestream. As of November 21, 2025, the video had generated 124 reactions, 26 comments, and 3,600 views.<\/p>\n\n\n\n

To begin the investigation, DUBAWA made several attempts to contact the claimant by phone to authenticate his claim, but there has been no response.<\/p>\n\n\n\n

DUBAWA then reviewed the Millennium Challenge Corporation’s official website to verify whether Liberia met the rule-of-law indicator in the FY2026 scorecard.<\/p>\n\n\n\n

After a thorough review of the FY2026 scorecard<\/a> on the MCC website, our researcher discovered that Liberia did not pass the rule of law indicator. Contrary to the claim, Liberia scored -0.06 on the rule of law indicator, below the median of 0.00, resulting in 44%.<\/p>\n\n\n\n
