Misleading! MCC 2026 Scorecard for Sierra Leone not worst ever

Claim: A Facebook user, Tunde Scott, claimed that the 2026 Millennium Challenge Compact  Fiscal Year Report for Sierra Leone is the worst ever.

The Millennium Challenge Corporation (MCC) scorecard is used to objectively evaluate a country’s eligibility for MCC grants by assessing its performance across 20 independent policy indicators in three categories. 

The categories include ruling justly, investing in people, and economic freedom. 

It helps countries identify areas for policy reform and is used by the MCC to inform aid decisions, as well as by civil society organisations to advocate for improvement.

In the recent MCC scorecard for the 2026 Fiscal Year, Sierra Leone failed 13 out of 22 indicators, highlighting a significant challenge in the country. 

A Facebook user, Tunde Scott, claimed Sierra Leone’s MCC 2026 Scorecard is the worst ever. 

The claim made inroads among social media users. 

DUBAWA decided to fact-check it due to its mandate to amplify truth. 

Verification

Firstly, DUBAWA reviewed the previous MCC Scorecards from 2004 to 2026 to verify the claim. 

Secondly, our investigation revealed that in 2016, Sierra Leone had 13 indicators in red on the MCC scorecard, a figure that remained unchanged in 2026. 

Thirdly, our investigation also showed that in 2017, Sierra Leone had 14 indicators in the red out of 20, making it the worst-ever MCC scorecard performance for the country. 

Our investigation also showed that the MCC introduced two more indicators to the previous 20 indicators for 2026. 

Conclusion

Although Sierra Leone had 13 indicators in red on the MCC scorecard in 2026, it’s not the worst the country has had. The government has had 14 indicators in red in the 2017 MCC scorecard.
