Verdict: False! According to the World Giving Index 2023, Sierra Leone was ranked 23rd. Kenya and Liberia were the only African countries ranked as the top five most generous countries, while Myanmar was ranked 6th.

The World Giving Report, formerly the World Giving Index, is a global initiative by Charities Aid Foundation (CAF). It conducts surveys in countries to measure and collect data on how generously they donate, volunteer, and help.
CAF measures these countries based on key elements: direct giving, charitable donations, religious giving, and volunteerism.
However, the index is calculated by examining the three key pillars: Helping Strangers, Donating, and Volunteering Time. Percentages scored across these key areas are used to determine the 10 most generous countries in the world.
However, the Director of Communications of State House, Myk Berewa, claimed that Kenya, Nigeria, Myanmar, and Sierra Leone were ranked as the top five most generous countries in 2023 on the World Giving Index 2023.
The claim reads in full: “The World Giving Index 2023 listed Indonesia, Kenya, Nigeria, Myanmar, and Sierra Leone as the top five most generous countries, all of which are majority non-white. This shows that empathy is shaped by culture, not race.”
As of September 1, 2025, when the claim was made, it had already gained 117 likes and 25 comments.
The claim induced mixed reactions, and most social media users did not believe that Sierra Leone was among the world’s top five most generous countries.

Verification
DUBAWA reviewed the 2023 World Giving Index archive and found that Sierra Leone was not ranked among the world’s top five most generous countries.
However, we found that Indonesia was ranked as the most generous country in the world for 2023, followed by Kenya in 3rd place, Liberia in 4th place, and Myanmar in 6th place.
Our investigation found that Sierra Leone ranked 23rd on the 2023 World Giving Index, while Nigeria ranked 9th.

Our investigation also found that Sierra Leone was only ranked among the top 10th, “Helped a Stranger,” which is not used to determine the most generous countries single-handedly.
