Conspiracy theories have been a trend throughout history, from Ancient Rome and Greece to the Middle Ages, the Enlightenment Age, the French Revolution, and the 20th century, extending even into the 21st century.

DUBAWA has, through some of its works, examined how conspiracy theories are used to spread false information, especially during election seasons. For instance, theories have circulated regarding prominent political figures, such as the unfounded claims about Bola Tinubu’s identity and the assertion that a look-alike has replaced President Buhari.

Other claims assessed include an old recurring one about Bill Gates suggesting he wants to depopulate Africa. This narrative has long circulated without credible evidence and has continuously raised red flags about his intentions for the health sector. On WhatsApp, a video with the caption “Breaking news, emergency—The UN has just made the mark of the beast mandatory” has recently circulated widely, especially in group chats. 

In the three-minute video, a woman identifying herself as Dr Sherri Tenpenny claims to be reviewing a document called the “Pact of the Future,” purportedly passed by the United Nations. 

While reading from this document, which she asserts was accepted by all UN members, she states:

“This is the power structure fully digital and maximised for the control of the masses. Everyone will be expected to have a biometric digital ID. Anyone that has a dissonant opinion will be labelled as misinformation, disinformation, or malinformation. Perpetrators for unapproved information will be punished, such as being locked out of bank accounts, stopped from purchasing items, unable to get on a plane, on a subway, or driving on public roads. This is the future.”

She warns viewers that these decisions are made by unelected bureaucrats aiming to take over sovereignty worldwide. She urges people to prepare by stockpiling food, water, flashlights, and communication means for family and friends, claiming that all this is a sign that the new world order has arrived.

Seeing the nature of the claim, DUBAWA proceeded to investigate.

Verification 

The Pact for the Future is a resolution adopted by the UN General Assembly on September 22, 2024, following the Summit for the Future, which sought to address global challenges such as climate change, pandemics, and conflicts. While the summit, proposed by UN Secretary-General Antonio Guterres in 2021, was expected to lead to a reconstitutive agreement, the final pact offered recommendations. Still, it did not give the UN authority to impose specific policies, especially in areas like vaccine administration or controlling misinformation. The adoption of the pact faced a brief delay due to opposition from Russia, which sought to introduce an amendment emphasising non-interference in states’ internal affairs. The amendment was ultimately dismissed, and the resolution passed without objection. However, the pact has drawn criticism from some quarters. 

Figures such as Robert F. Kennedy Jr. and Argentine President Javier Milei have argued that the pact could undermine the sovereignty of UN member states. Despite these concerns, the pact explicitly calls for respecting member states’ sovereignty, territorial integrity, and political independence.

There has been misinformation about the content of the pact. Like Dr Sherri Tenpenny, many falsely claim that it allows the UN to declare a global “state of emergency” or mandates biometric identification. However, a review of the text shows no such provisions. Instead, the document encourages member states to combat misinformation, particularly where it might fuel violence while respecting freedom of expression and privacy rights. The pact also recommends improving vaccine distribution but does not give the UN or WHO the authority to enforce mandatory vaccinations or declare health emergencies.

Overall, the Pact for the Future is an effort to encourage global cooperation and shape norms but is not a document with legal or enforceable power.

Dr Tenpenny’s claims about the pact do not align with the document’s actual contents, and it appears that her concerns are based on misinterpretations or false information circulating online.

Questionable character

Dr Sherri Tenpenny is an osteopathic physician from Ohio, known for her controversial stance on vaccines, particularly her claims that they are unsafe and can cause various health issues. She gained national attention in 2021 when she testified before a state legislative panel that COVID-19 vaccines made recipients magnetic, interacted with cell towers, and disrupted women’s menstrual cycles. These claims led to public scrutiny and approximately 350 complaints against her with the Ohio State Medical Board for making deceptive medical statements.

In August 2023, Tenpenny’s medical license was suspended due to her failure to cooperate with the board’s investigation into her statements. After agreeing to pay a $3,000 fine and cooperate with investigators, her license was reinstated. 

Given her history of spreading false narratives and controversial claims, it is vital to approach her statements with wariness, just like the recent one she made about the pact.

Conclusion

DUBAWA found that Dr Tenpenny falsely claimed the UN pact permits a global “state of emergency” and mandates biometric identification. In reality, the pact encourages member states to combat misinformation while respecting freedom of expression.
