On Tuesday, June 3, 2025, Liberia, along with Bahrain, Colombia, the Democratic Republic of the Congo, and Latvia, was elected as a non-permanent member of the United Nations Security Council (UNSC) for a two-year term beginning in January 2026.

Ahead of the election, Liberia conducted a series of diplomatic campaign activities, culminating in a formal event on May 27, 2025, at the UN Headquarters in New York.

During the campaign closure, Abraham Darius Dillon, the Chairperson of the Senate Committee on Foreign Affairs and Senator of Montserrado County, alleged that Liberia is a founding member of the United Nations Security Council (UNSC).

Speaking between 0:55 and 1:16 minutes in a video shared on his official Facebook page,  Abe Darius Dillon, on May 27, 2025, he said: 

“Liberia, being a founding member of the Security Council, has a record of history we cherish. Liberia is also a beneficiary of the decision and actions of the United Nations and Security Council that helped to restore peace and stability to our country.”

As of June 4, 2024, the video had generated 792 reactions, 250 comments, and 19,000 views.

DUBAWA decided to fact-check the claim as part of its campaign against misinformation and disinformation.

Verification

Our researcher first contacted the claimant regarding the source of his claim and some evidence to support it, but he did not respond.

The researcher then reviewed official UN Security Council membership records on the United Nations website, documenting the history of UNSC membership by year.

According to these records, Liberia is not among the 11 founding members of the UNSC. The original founding members in 1946 were Australia, Brazil, China, Egypt, France, Mexico, the Netherlands, Poland, the Union of Soviet Socialist Republics, the United Kingdom, and the United States.

Conclusion 

Senator Abraham Darius Dillon’s claim that Liberia is a founding member of the United Nations Security Council is false. Liberia was not one of the original 11 countries that formed the UN Security Council in 1946. Its first term on the Security Council was as a non-permanent member in 1961.

    FACTS
    Yes, Liberia is a founding member of the United Nations. It signed the UN Charter in San Francisco on November 2, 1945, alongside 49 other nations. As a founding member, Liberia was part of the original 51 nations that established the UN.
    The UN Security Council originally had 11 members, including five permanent members: the Republic of China (later the People’s Republic of China), France, the Soviet Union (now Russia), the United Kingdom, and the United States.
    Six non-permanent members were elected by the UN General Assembly.
    YES,. When the United Nations Security Council was established in 1945, it consisted of five permanent members and six non-permanent members, who were elected by the UN General Assembly. These non-permanent members served two-year terms.
